Monitoring of the atmospheric ozone layer and natural ultraviolet radiation. Annual Report 2018.
This report summarizes the results from the Norwegian monitoring programme on stratospheric ozone and UV radiation
measurements. The ozone layer has been measured at three locations since 1979: in Oslo, Tromsø/Andøya and Ny-Ålesund.
The UV measurements started in 1995. The results show that there was a significant decrease in stratospheric ozone above
Norway between 1979 and 1997. After that the ozone layer stabilized at a level ~2% below pre-1980 level. 2018 was
characterized by low summer ozone values in Oslo and a record high annual integrated UV-dose.

Skogens helsetilstand i Norge. Resultater fra skogskadeovervåkingen i 2018
Skogens helsetilstand påvirkes i stor grad av klima og værforhold, enten direkte ved tørke, frost og vind, eller indirekte ved at klimaet påvirker omfanget av soppsykdommer og insektangrep. Klimaendringene og den forventede økningen i klimarelaterte skogskader gir store utfordringer for forvaltningen av framtidas skogressurser. Det samme gjør invaderende skadegjørere, både allerede etablerte arter og nye som kan komme til Norge i nær framtid. I denne rapporten presenteres resultater fra skogskadeovervåkingen i Norge i 2018 og trender over tid for følgende temaer: (i) Landsrepresentativ skogovervåking; (ii) Skogøkologiske analyser og målinger av luftkjemi på de intensive overvåkingsflatene; (iii) Overvåking av bjørkemålere i Troms og Finnmark; (iv) Granbarkbilleovervåking – utvikling av barkbillepopulasjonene i 2018;
(v) Ny barkbille på vei – vil den like klimaet?; (vi) Phytophthora i importert jord på prydplanter og faren det utgjør for skog; (vii) Overvåking av askeskuddsyke; (viii) Skog- og utmarksbranner i 2018; (ix) Andre spesielle skogskader i 2018...….

Environmental pollutants in the terrestrial and urban environment 2018
Samples from the urban terrestrial environment in the Oslo area were analysed for various inorganic and organic
environmental pollutants. The selected species were earthworm, fieldfare, sparrowhawk, brown rat, red fox and
badger. Air and soil samples were also included in the study to further the understanding on sources and uptake of
pollutants. A foodchain approach was used to investigate trophic magnification of the different compounds.

Monitoring of environmental contaminants in air and precipitation, annual report 2018
This report presents environmental monitoring data from 2018 and time-trends for the Norwegian programme for Long-range atmospheric transported contaminants. The results cover 200
organic compounds (regulated and non-regulated), 11 heavy metals, and organic chemicals of potential Arctic concern.

This report studies the distribution and fate of contaminants such as mercury (Hg), cyclic volatile methylated siloxanes (cVMS: D4, D5, D6), brominated flame retardants (BFR, PBDEs), alkylphenols, organic phosphorous flame retardants (oPFR), poly- and perfluorated alkyl substances (PFAS), new brominated flame retardants (nBFR) and UV-chemicals. Samples of the pelagic food web of Lake Mjøsa (zooplankton, Mysis, vendace, European smelt and brown trout) and the top predator brown trout in Lake Femunden are studied. Results are compared to environmental quality standards (EQS) and the time trends for major contaminants are studied.

Grenseområdene Norge-Russland. Luft- og nedbørkvalitet, årsrapport 2018.
Smelteverkene i NV-Russland slipper ut store mengder svoveldioksid (SO2) og tungmetaller. Utslippene påvirker luft- og nedbørkvalitet i grenseområdene. Miljøovervåkingen viser at grenseverdier for SO2 er overholdt i kalenderåret 2018, samt sesongmiddel vinter 2017/18. Målsettingsverdier for Ni og As er overholdt.

Monitoring of long-range transported air pollutants in Norway. Annual report 2018.
This report presents results from the monitoring of atmospheric composition and deposition of air pollution in 2018, and focuses on main components in air and precipitation, particulate and gaseous phase of inorganic constituents, particulate carbonaceous matter, ground level ozone and particulate matter. 2018 was a special year with elevated ozone levels during the whole summer season due to prolonged heat and drought.

The Forum for Air Quality Modelling (FAIRMODE) is a European network to exchange experiences and competence on the use of air quality models in the context of the Ambient Air Quality Directives. Its purpose is to identify and promote the use of good practices for air quality modelling and to propose harmonized ways to assess the quality of model-based air quality applications by EU Member States. The recommendations in this document are part of FAIRMODE’s contribution to the on-going fitness check of the two EU Ambient Air Quality Directives (Directives 2008/50/EC and 2004/107/EC) initiated by the European Commission. This document provides technical recommendations where the scientific consensus within FAIRMODE indicates that robust conclusions can be drawn, and identifies follow up actions. These recommendations might potentially affect the work of Member States in case they may be requested to be implemented. They may also be relevant to the outcome and follow-up to the fitness check of the Air Quality Directives. Finally, they have implications for the work of the FAIRMODE network itself, and guide future technical discussions

Spredningsberegninger for ammoniakkutslipp. Leangen idrettsanlegg i Trondheim.
NILU har gjennomført spredningsberegninger for utslipp av ammoniakk (NH3) ved Leangen idrettsanlegg I Trondheim. Beregningene er utført for å undersøke hvilke konsentrasjoner av ammoniakk som kan forekomme i bakkenivå for ulike høyder av avkast for ammoniakkdamp. Beregningene viser at avkastet bør være 21 m over bakkenivå for å overholde grenseverdi for arbeidsatmosfære. Så lenge utslippet pågår vil det forekomme timemiddelkonsentrasjoner av ammoniakk over luktegrensen nedvinds for utslippet.

Instrumenter som skal brukes til måling av lokal luftkvalitet i henhold til forurensningsforskriften skal være godkjente for dette formålet. Norge har per i dag ingen godkjenningsordning. Inntil videre godkjennes derfor de instrumenter som det svenske referanselaboratoriet for luft har godkjent.
Denne rapporten beskriver hvordan en godkjenningsordning kan etableres i Norge, basert på rutinen brukt i Sverige, gjennom å belyse den lovmessige forankringen og prosedyren for typegodkjenning. Oppgavene og ansvarsfordelingen mellom den ansvarlige forvaltningsmyndigheten (Miljødirektoratet) og Referanselaboratoriet er forklart.

NILU’s Environmental Management Report 2018
One of NILU’s main goals is to study the impact of pollution and supply decision-makers with a sound scientific platform for choosing measures to reduce the negative impacts. Furthermore, it is very important for the institute to have control of the impact the institute’s own activities may have on the environment and to reduce negative impacts as far as possible.
NILU has for many years been working to improve the status of the environment and to reduce negative impacts. In order to
take this one step further, it was decided that the institute should restructure the work according to a relevant environmental standard and to seek certification according to the same standard.
The chosen standard is ISO 14001 (Environmental management systems—Requirements with guidance for use) and NILU
achieved certification according to this standard in October 2010. This report summarizes the results of the system in 2018.

This report presents the results from a screening study of volatile organic compounds (VOCs) in the Quintero-Puchuncaví
region (Chile). Two different methods were selected, one quantitative (canisters samplers / analysis by Medusa/GC-MS) and a second semi-quantitative (Tenax TA/analysis by GC-MS). NILU evaluated the results of 4 compounds (methyl chloroform,
nitrobenzene, iso-butane and toluene), which were previously reported at very high concentrations and intensively
discussed in the media. NILU’s measurement results show much lower concentrations and it was concluded that the former
measurements were done with a significant error in the calibration. The average concentration of ambient benzene was 1.0 µg/m3 at industrial areas and 0.3 µg/m3 at the residential/background areas, both lower than international limit values. The main compounds emitted from the industrial areas are light hydrocarbons, which were detected at low concentration levels.

Europe's urban air quality — re-assessing implementation challenges in cities
This report analyses the implementation of EU air quality legislation at the urban level and identifies some of the reasons behind persistent air quality problems in Europe's cities. It is produced in cooperation with 10 cities involved in a 2013 Air Implementation Pilot project: Antwerp (Belgium), Berlin (Germany), Dublin (Ireland), Madrid (Spain), Malmö (Sweden), Milan (Italy), Paris (France), Plovdiv (Bulgaria), Prague (Czechia) and Vienna (Austria).

NILU - Norsk institutt for luftforskning har på oppdrag for Boliden Odda AS, utført sprednings- og avsetningsberegninger i forbindelse med utslipp fra sinkproduksjonsanlegget. Studien beregner luftkonsentrasjon og avsetning av svovel (forsuring), og konsentrasjon av metaller/svevestøv ved dagens sinkproduksjon og ved en planlagt utvidelse. Timesmiddel-, døgnmiddel- og årsmiddel-konsentrasjon av SO2 og PM10 er beregnet til å være innenfor grenseverdier og luftkvalitetskriterier ved dagens og utvidet produksjon. Beregningene viser mulig overskridelse av målsetningsverdien for kadmium ved en utvidelse av produksjonen. Utvidelse i produksjon gir et ytterligere bidrag til overskridelsen av tålegrensen (forsuring) i området rundt Odda. Økningen i avsetning forøvrig er beregnet å være i områder hvor tålegrensen er mer robust.
