The potential re-design of the current deposition monitoring network in Poland was assessed by hierarchical clustering analysis. This statistical method determines the inherent or natural groupings of datasets, and/or to provide a summarization of data into groups using different metrics to assess the (di)similarity. The metrics are based on the correlation, to assess the temporal similarity, the Euclidean distance, to assess the magnitude similarity, and the combination of both. This method was used to assess the areas with similar deposition patters across the country based on measurement and model data for acidic compounds and heavy metals. The analysis clearly identified stations potentially redundant or measuring unique deposition patters and regions that represent the potential location of a single station.

This report presents a review of data assimilation methods applicable to air quality. In the introduction, we first describe a brief history of data assimilation method development in the context of numerical weather prediction (NWP), and then we highlight key differences when applying data assimilation methods to air quality prediction from NWP applications. Based on these differences, we outline a set of key requirements for data assimilation when applied to air quality. Following this, we review the available data assimilation algorithms and attempt to identify suitable data assimilation methods that could be applied with air quality models. This review and its findings form the basis of the developments to be carried out in the Urban Data Assimilation Systems project.

Instrumenter som skal brukes til måling av lokal luftkvalitet i henhold til forurensningsforskriften skal være godkjente for dette formålet. Norge har per i dag ingen godkjenningsordning. Inntil videre godkjennes derfor de instrumenter som det svenske referanselaboratoriet for luft har godkjent.
Denne rapporten beskriver hvordan en godkjenningsordning kan etableres i Norge, basert på rutinen brukt i Sverige, gjennom å belyse den lovmessige forankringen og prosedyren for typegodkjenning. Oppgavene og ansvarsfordelingen mellom den ansvarlige forvaltningsmyndigheten (Miljødirektoratet) og Referanselaboratoriet er forklart.

Trends in measured NO2 and PM. Discounting the effect of meteorology.
This report documents a study on long-term trends in observed atmospheric levels of NO2, PM10 and PM2.5 based on data from the European Environmental Agency (EEA) Airbase v8 (EEA, 2018). The main aim is to evaluate to what extent the observed time series could be simulated as a function of various local meteorological data plus a time-trend by a Generalized Additive Model (GAM). The GAM could be regarded an advanced multiple regression model. If successful, such a model could be used for several purposes; to estimate the long-term trends in NO2 and PM when the effect of the inter-annual variations in meteorology is removed, and secondly, to “explain” the concentration levels in one specific year in terms of meteorological anomalies and long-term trends. The GAM method was based on a methodology developed during a similar project in 2017 looking at the links between surface ozone and meteorology.
The input to the study consisted of gridded model meteorological data provided through the EURODELTA Trends project (Colette et al., 2017) for the 1990-2010 period as well as measured data on NO2, PM10 and PM2.5 extracted from Airbase v8. The measurement data was given for urban, suburban and rural stations, respectively. The analysis was split into two time periods, 1990-2000 and 2000-2010 since the number of stations differ substantially for these periods and since there is reason to believe that the trends differ considerably between these two periods.
The study was focused on the 4-months winter period (Nov-Feb) since it was important to assure a period of the year with consistent and homogeneous relationships between the input explanatory data (local meteorology) and the levels of NO2 and PM. For NO2, this period will likely cover the season with the highest concentration levels whereas for PM high levels could be expected outside this period due to processes such as secondary formation, transport of Saharan dust and sea spray.
When measured by the R2 statistic, the GAM method performed best for NO2 in Belgium, the Netherlands, NW Germany and the UK. Significantly poorer performance was found for Austria and areas in the south. For PM10 there were less clear geographical patterns in the GAM performance.
Based on a comparison between the meteorologically adjusted trends and plain linear regression, our results indicate that for the 1990-2000 period meteorology caused an increase in NO2 concentrations that counteracted the effect of reduced emissions. For the period 2000-2010 we find that meteorology lead to reduced NO2 levels in the northwest and a slight increase in the south.
The amount of observational data is much less for PM than for NO2. For the 1990-2000 period the number of sites with sufficient length of time series is too small to apply the GAM method on a European scale. For the 2000-2010 period, we find that the general performance of the GAM method is poorer for PM10 than for NO2. With respect to the link between PM10 and temperature, the results indicate a marked geographical pattern with a negative relationship in central Europe and a positive relationship in Spain, southern France and northern Italy.
For PM10 during 2000-2010, the vast majority of the estimated trends are found to be negative. The difference between the GAM trend and the plain linear regression, indicates that meteorology lead to increased PM10 levels in the southern and central parts and decreased levels in the north.
For PM2.5 it turned out that the amount of data in the entire period 1990-2010 was too small to use the GAM method in a meaningful way on a European scale. Only a few sites had sufficient time series and thus more recent data are required.

On behalf of Aluminiumindustriens Miljøsekretariat (AMS), NILU – Norwegian Institute for Air Research reviewed existing data on ambient air quality around aluminium smelters from the period 1992 – 2020. Changes in production technologies and treatment technologies have been implemented in this time period. Emissions to air and ambient concentrations of most compounds typically measured (PAHs, fluorides, sulphur dioxide, particulate matter, heavy metals) have decreased since the beginning of the 1990s as a result of improvement of the production technology.

NILU – Norsk institutt for luftforskning og Ingenia AS har på oppdrag fra Statens vegvesen kartlagt effekten ventilasjonstårnene i Ekeberg- og Bjørvikatunnelen har med hensyn til å redusere luftforurensning fra dagsonen på Sørenga. Prosjektet besto av et omfangsrikt måleprogram i og rundt Operatunnelen i Bjørvika, en vurdering av ventilasjonstårnenes effekt basert på målingene og forslag til prinsipper for et nytt styringsregime.
Drift av ventilasjonstårnene ble funnet å ha en tydelig effekt på PM10- og NO2-konsentrasjonen i dagsonen og på bakkenivå utenfor dagsonen fra trinn 3 (av 4). Forslaget til nytt styringsregime fokuserer på ventilasjonstårndrift i piggdekksesongen og avhengighet av ytre forhold.

NILU har, på oppdrag fra Glasopor AS ved Onsøy i Fredrikstad, kartlagt utslipp av støv fra anlegget og effekter på ytre miljø. Bedriften ønsker å oppgradere anlegget og øke produksjonen og har søkt om ny utslippstillatelse. I den forbindelse har Statsforvalteren oppfølgende spørsmål med krav om dokumentasjon knyttet til utslipp av støv og påvirkning på ytre miljø. For å svare på disse spørsmålene har NILU gjennomført målinger, beregning av utslipp og spredningsberegninger. Rapporten skal inngå i dokumentasjonen som oversendes norske myndigheter.

Status report of air quality in Europe for year 2021, using validated and up-to-date data
This report presents summarised information on the status of air quality in Europe in 2021, based on Up-To-Date (i.e. prior to final quality control) and validated air quality monitoring data reported by the member and cooperating countries of the EEA. It aims at giving more timely and preliminary information on the status of ambient air quality in Europe in 2021 for five key air pollutants (PM10, PM2.5, O3, NO2 and SO2). The report also gives a preliminary assessment of the progress towards meeting the European air quality standards for the protection of health and the new World Health Organization air quality guidelines, and compares the air quality status in 2021 with the previous three years. The preliminary data reported for 2021 shows that more than 11% and 9% of the monitoring stations exceeded the EU standards for PM10 and O3, respectively. The WHO AQG for PM2.5, PM10, O3 and SO2 were exceeded by 94%, 66%, 92% and 4%, respectively. Exceedances of the NO2 limit value still occur in 8 reporting countries and WHO AQG still occur in 35 reporting countries.

Målinger av SO2 i omgivelsene til Elkem Carbon. Kalenderår 2024
På oppdrag fra Elkem Carbon AS har NILU utført målinger av SO2 i omgivelsene til Elkem Carbon i Kristiansand. Målingene ble utført med SO2-monitor i boligområdet på Fiskåtangen (Konsul Wilds vei). I tillegg ble SO2 målt med passive prøvetakere ved 3 steder rundt bedriften. Rapporten dekker målinger i perioden 1. januar – 31. desember 2024. Norske grenseverdier for luftkvalitet (SO2) ble overholdt ved Konsul Wilds vei for alle midlingsperioder (årsmiddel, vintermiddel, døgnmiddel og timemiddel). To døgnmiddelverdier var over nedre vurderingsterskel (50 µg/m3). Passive luftprøver viste at Fiskåveien, rett sør for bedriften, var det mest belastede stedet i måleperioden.

Status report of air quality in Europe for year 2020, using validated data
This report presents summarised information on the status of air quality in Europe in 2020, based on validated air quality monitoring data officially reported by the member and cooperating countries of the EEA. It aims at informing on the status of ambient air quality in Europe in 2019 and on the progress towards meeting the European air quality standards for the protection of health, as well as the new WHO air quality guidelines. The report also compares the air quality status in 2020 with the previous three years. The pollutants covered in this report are particulate matter (PM10 and PM2.5), O3, NO2, benzo(a)pyrene (BaP), SO2, CO, benzene and toxic metals (As, Cd, Ni, Pb). Measured concentrations above the European air quality standards for PM10, PM2.5, O3, NO2 were reported by 20, 6, 21, and 8 European countries for 2020, respectively. Exceedances of the air quality standards for BaP, SO2, CO, and benzene were measured in, respectively, 11, 19, 2, and 0 European countries in 2020. Exceedances of European standards for toxic metals were reported by 7 stations for As, 0 for PB, 1 for Cd and 2 for Ni.

Nasjonalt samfunnsoppdrag om sirkulær økonomi. Forslag til organisering.
Denne rapporten inneholder forslag til organisering av et mulig nasjonalt samfunnsoppdrag om sirkulærøkonomien. Vårt forslag til organisering av et nasjonalt samfunnsoppdrag om sirkulær økonomi skiller seg noe fra eksisterende organisering av de to andre nasjonale samfunnsoppdragene i Norge i at den baserer seg på å etablere en omstillingslab. Omstillingslaben vil ha en rolle som likner på den «operativ gruppe» i de andre to nasjonale samfunnsoppdragene, men som er større i omfang, og har konkrete mål for oppfølgings- og medvirkningsprosesser mot målbar transformasjon.

Måling av gasser i Statsarkivets lokaler i Trondheim. Fase 2 - 2024
Denne rapporten viser resultater fra fase 2 i måleprosjektet NILU har utført ved Statsarkivet i Trondheim. Det er gjort prøvetaking og analyse i en periode på sju dager fra 23. til 30. mai ved to lokaliteter, én innendørs og én utendørs. Totalkonsentrasjonen av VOC’er (TVOC) ble målt til 135 µg/m3 gitt som toluen-ekvivalenter ved lokaliteten inne (MAG A, Reol 097) og 33 µg/m3 ved lokaliteten ute. Resultatene synliggjør effekten av innendørs ventilasjonssystemer og begge studiene vil brukes av Statsarkivet i sitt videre arbeid med innendørs luftkvalitet.
