Embedding Ethical Impact Assessment in Nanosafety Decision Support

Nanotechnology is a key enabling technology, which is developing fast and influences many aspects of life. Nanomaterials are already included in a broad range of products and industrial sectors. Nanosafety issues are still a matter of concern for policy makers and stakeholders, but currently, there is no platform where all stakeholders can meet and discuss these issues. A comprehensive overview of all the issues in one single dashboard presenting the output of a decision support system is also lacking. This article outlines a strategy for developing one innovative part of a modular decision support system, designed to support the work of a new Risk Governance Council (RGC) for nanomaterials which will be established through the combined efforts of the GOV4NANO, NANORIGO, and RiskGONE H2020 projects. This new module will consist of guidelines for Ethical Impact Assessment (EIA) for nanomaterials and nanoenabled products. This article offers recommendations for adapting the European Committee for Standardization (CEN) prestandard on Ethical Impact Assessment CWA (CEN Workshop Agreement) 17145‐2:2017 (E), to fit into the more‐encompassing decision support system for risk governance of nanomaterials within the RiskGONE project.

In this report, we investigate the relative expanded uncertainty (REU) formula for comparing low-cost sensors (microsensors) and reference measurements. The purpose of the REU formula is to check if microsensor measurements follow the data quality objective (DQO) of the European Air Quality Directive 2008/50/EC to be considered equivalent to a reference instrument. The project aimed to obtain a good understanding of the REU formula for its proper use in current and future projects involving microsensors.

Car Tire Crumb Rubber: Does Leaching Produce a Toxic Chemical Cocktail in Coastal Marine Systems?

Crumb rubber granulate (CRG) produced from end of life tires (ELTs) is commonly applied to synthetic turf pitches (STPs), playgrounds, safety surfaces and walkways. In addition to fillers, stabilizers, cross-linking agents and secondary components (e.g., pigments, oils, resins), ELTs contain a range of other organic compound and heavy metal additives. While previous environmental impact studies on CRG have focused on terrestrial soil and freshwater ecosystems, many sites applying CRG in Norway are coastal. The current study investigated the organic chemical and metal additive content of ‘pristine’ and ‘weathered’ CRG and their seawater leachates, as well as uptake and effects of leachate exposure using marine copepods (Acartia and Calanus sp.). A combination of pyrolysis gas chromatography mass spectrometry (py-GC-MS) and chemical extraction followed by GC-MS analysis revealed similar organic chemical profiles for pristine and weathered CRG, including additives such as benzothiazole, N-1,3-dimethylbutyl-N′-phenyl-p-phenylenediamine and a range of polycyclic aromatic hydrocarbons (PAHs) and phenolic compounds (e.g., bisphenols). ICP-MS analysis revealed g kg–1 quantities of Zn and mg kg–1 quantities of Fe, Mn, Cu, Co, Cr, Pb, and Ni in the CRG. A cocktail of organic additives and metals readily leached from the CRG into seawater, with the most abundant leachate components being benzothiazole and Zn, Fe, Co (metals), as well as detectable levels of PAHs and phenolic compounds. Concentrations of individual components varied with CRG source material and CRG to seawater ratio, but benzothiazole and Zn were typically the organic and metal components present at the highest concentrations in the leachates. While organic chemical concentrations in the leachates stabilized within days, metals continued to leach out over the 30-day period. Marine copepods exposed to high CRG leachate concentrations exhibited high mortalities within 48 h. The smaller lipid-poor Acartia had a higher sensitivity to leachates than the larger lipid-rich Calanus, indicating species-specific differences in vulnerability to leachates. The effect on survival was alleviated at lower leachate concentrations, indicating a dose-response relationship. Benzothiazole and its derivatives appear to be of concern owing to their proven toxicity, while bisphenols are also known to be toxic and were enriched in the leachates relative to the other compounds in the CRG.

In order to assess the evolution of aerosol parameters affecting climate change, a long-term trend analysis of aerosol optical properties was performed on time series from 52 stations situated across five continents. The time series of measured scattering, backscattering and absorption coefficients as well as the derived single scattering albedo, backscattering fraction, scattering and absorption Ångström exponents covered at least 10 years and up to 40 years for some stations. The non-parametric seasonal Mann–Kendall (MK) statistical test associated with several pre-whitening methods and with Sen's slope was used as the main trend analysis method. Comparisons with general least mean square associated with autoregressive bootstrap (GLS/ARB) and with standard least mean square analysis (LMS) enabled confirmation of the detected MK statistically significant trends and the assessment of advantages and limitations of each method. Currently, scattering and backscattering coefficient trends are mostly decreasing in Europe and North America and are not statistically significant in Asia, while polar stations exhibit a mix of increasing and decreasing trends. A few increasing trends are also found at some stations in North America and Australia. Absorption coefficient time series also exhibit primarily decreasing trends. For single scattering albedo, 52 % of the sites exhibit statistically significant positive trends, mostly in Asia, eastern/northern Europe and the Arctic, 22 % of sites exhibit statistically significant negative trends, mostly in central Europe and central North America, while the remaining 26 % of sites have trends which are not statistically significant. In addition to evaluating trends for the overall time series, the evolution of the trends in sequential 10-year segments was also analyzed. For scattering and backscattering, statistically significant increasing 10-year trends are primarily found for earlier periods (10-year trends ending in 2010–2015) for polar stations and Mauna Loa. For most of the stations, the present-day statistically significant decreasing 10-year trends of the single scattering albedo were preceded by not statistically significant and statistically significant increasing 10-year trends. The effect of air pollution abatement policies in continental North America is very obvious in the 10-year trends of the scattering coefficient – there is a shift to statistically significant negative trends in 2009–2012 for all stations in the eastern and central USA. This long-term trend analysis of aerosol radiative properties with a broad spatial coverage provides insight into potential aerosol effects on climate changes.

Trophic and fitness correlates of mercury and organochlorine compound residues in egg-laying Antarctic petrels

Understanding the drivers and effects of exposure to contaminants such as mercury (Hg) and organochlorine compounds (OCs) in Antarctic wildlife is still limited. Yet, Hg and OCs have known physiological and fitness effects in animals, with consequences on their populations. Here we measured total Hg (a proxy of methyl-Hg) in blood cells and feathers, and 12 OCs (seven polychlorinated biphenyls, PCBs, and five organochlorine pesticides, OCPs) in plasma of 30 breeding female Antarctic petrels Thalassoica antarctica from one of the largest colonies in Antarctica (Svarthamaren, Dronning Maud Land). This colony is declining and there is poor documentation on the potential role played by contaminants on individual physiology and fitness. Carbon (δ13C) and nitrogen (δ15N) stable isotope values measured in the females' blood cells and feathers served as proxies of their feeding ecology during the pre-laying (austral spring) and moulting (winter) periods, respectively. We document feather Hg concentrations (mean ± SD, 2.41 ± 0.83 μg g−1 dry weight, dw) for the first time in this species. Blood cell Hg concentrations (1.38 ± 0.43 μg g−1 dw) were almost twice as high as those reported in a recent study, and increased with pre-laying trophic position (blood cell δ15N). Moulting trophic ecology did not predict blood Hg concentrations. PCB concentrations were very low (Σ7PCBs, 0.35 ± 0.31 ng g−1 wet weight, ww). Among OCPs, HCB (1.02 ± 0.36 ng g−1 ww) and p, p’-DDE (1.02 ± 1.49 ng g−1 ww) residues were comparable to those of ecologically-similar polar seabirds, while Mirex residues (0.72 ± 0.35 ng g−1 ww) were higher. PCB and OCP concentrations showed no clear relationship with pre-laying or moulting feeding ecology, indicating that other factors overcome dietary drivers. OC residues were inversely related to body condition, suggesting stronger release of OCs into the circulation of egg-laying females upon depletion of their lipid reserves. Egg volume, hatching success, chick body condition and survival were not related to maternal Hg or OC concentrations. Legacy contaminant exposure does not seem to represent a threat for the breeding fraction of this population over the short term. Yet, exposure to contaminants, especially Mirex, and other concurring environmental stressors should be monitored over the long-term in this declining population.

A note on the statistical evidence for an influence of geomagnetic activity on Northern Hemisphere seasonal-mean stratospheric temperatures using the Japanese 55-year Reanalysis

We employ JRA-55 (Japanese 55-year Reanalysis), a recent second-generation global reanalysis providing data of high quality in the stratosphere, to examine whether a distinguishable effect of geomagnetic activity on Northern Hemisphere stratospheric temperatures can be detected. We focus on how the statistical significance of stratospheric temperature differences may be robustly assessed during years with high and low geomagnetic activity. Two problems must be overcome. The first is the temporal autocorrelation of the data, which is addressed with a correction of the t statistics by means of the estimate of the number of independent values in the series of correlated values. The second is the problem of multiplicity due to strong spatial autocorrelations, which is addressed by means of a false discovery rate (FDR) procedure. We find that the statistical tests fail to formally reject the null hypothesis, i.e. no significant response to geomagnetic activity can be found in the seasonal-mean Northern Hemisphere stratospheric temperature record.

Investigation of the wet removal rate of black carbon in East Asia: validation of a below- And in-cloud wet removal scheme in FLEXible PARTicle (FLEXPART) model v10.4

Understanding the global distribution of atmospheric black carbon (BC) is essential for unveiling its climatic effect. However, there are still large uncertainties regarding the simulation of BC transport due to inadequate information about the removal process. We accessed the wet removal rate of BC in East Asia based on long-term measurements over the 2010–2016 period at three representative background sites (Baengnyeong and Gosan in South Korea and Noto in Japan). The average wet removal rate, represented by transport efficiency (TE), i.e., the fraction of undeposited BC particles during transport, was estimated to be 0.73 in East Asia from 2010 to 2016. According to the relationship between accumulated precipitation along trajectory and TE, the wet removal efficiency was lower in East and North China but higher in South Korea and Japan, implying the importance of the aging process and frequency of exposure to below- and in-cloud scavenging conditions during air mass transport. Moreover, the wet scavenging in winter and summer showed the highest and lowest efficiency, respectively, although the lowest removal efficiency in summer was primarily associated with a reduced BC aging process because the in-cloud scavenging condition was dominant. The average half-life and e-folding lifetime of BC were 2.8 and 7.1 d, respectively, which is similar to previous studies, but those values differed according to the geographical location and meteorological conditions of each site. Next, by comparing TE from the FLEXible PARTicle (FLEXPART) Lagrangian transport model (version 10.4), we diagnosed the scavenging coefficients (s−1) of the below- and in-cloud scavenging scheme implemented in FLEXPART. The overall median TE from FLEXPART (0.91) was overestimated compared to the measured value, implying the underestimation of wet scavenging coefficients in the model simulation. The median of the measured below-cloud scavenging coefficient showed a lower value than that calculated according to FLEXPART scheme by a factor of 1.7. On the other hand, the overall median of the calculated in-cloud scavenging coefficients from the FLEXPART scheme was highly underestimated by 1 order of magnitude, compared to the measured value. From an analysis of artificial neural networks, the convective available potential energy, which is well known as an indicator of vertical instability, should be considered in the in-cloud scavenging process to improve the representative regional difference in BC wet scavenging over East Asia. For the first time, this study suggests an effective and straightforward evaluation method for wet scavenging schemes (both below and in cloud), by introducing TE along with excluding effects from the inaccurate emission inventories.

På oppdrag fra Elkem Carbon AS har NILU utført målinger av SO2 i omgivelsene til Elkem Carbon og REC Solar i Vågsbygd
(Kristiansand kommune). Bedriftene ble pålagt av Miljødirektoratet å gjennomføre SO2-målinger i omgivelsesluft. Målingene ble utført med SO2-monitor i boligområdet på Fiskåtangen (Konsul Wilds vei) og med passive SO2-prøvetakere ved 6 steder rundt bedriftene. Rapporten dekker målinger i perioden 1. september 2019 – 31. august 2020. Norske grenseverdier for luftkvalitet (SO2) ble overholdt ved Konsul Wilds Vei for alle midlingsperioder krevet i forurensningsforskriften (årsmiddel, vintermiddel, døgnmiddel og timemiddel). De mest belastede stedene i måleperioden var Konsul Wilds vei og Fiskåveien rett sør for bedriftene.
