The contaminant situation in the Norwegian-Russian border has caused concern for several decades and considerable amount of data has been gathered during the Pasvik programme (Stebel et al., 2007; Pasvik programme, 2008) for the environmental pollution, but not in this extent for food safety and potential human health risks in this region. Through the compiling of the available literature the authors of this report have identified a number of issues that need further attention.

Denne rapporten beskriver norsk erfaring i forbindelse med klassifisering av soner sett i sammenheng med øvre og nedre vurderingsterskler som beskrevet i Artikkel 5 i EU-Direktivet 2008/50/EC og Artikkel 4 i Direktivet 2004/107/ EC. Dette er basert på de seneste vurderinger av luftkvalitet utført i Norge og gir en oversikt over tilgjengelig relevant informasjon og metoder som NILU foreslår brukt for en slik evaluering. En kort beskrivelse av Norges soneinndeling for vurdering av luftkvaliteten og målenettverk er også beskrevet.

Bangladesh Air Pollution Management (BAPMAN). Deliverable D4.1: Training program for health impact assessment and documentation of its implementation and results. NILU OR

The objective of the training workshop for Work segment 4 in the "Bangladesh Air Pollution Management" BAPMAN project, is to build local (DOE) capacity for developing an air quality management strategy for the future.

The training workshop was held at NILU, being presented by NILU air quality experts.

The purposes of the workshop were to produce information on the health consequences of air pollution in Dhaka that can be used by local expertise at DOE and in supporting Bangladeshi institutions in the assessment of health impacts. The workshop aimed at developing the fundamental expertise by which objectives and strategies for air quality management can be developed into the future.

Section 6.1 of the contract (BGD-3125 BGD-091066) between NORAD and NILU regarding Institutional Cooperation with the Bangladesh Ministry of Environment and Forest/Department of Environment (DOE) states that a progress report should be submitted semi-annually to NORAD. This report highlights the status of the project for the first six months of the project, August 2010 -January 2011. The project can be considered in good standing, with no major issues or deviations to report.

Rapporten presenterer måledata for totalozon og UV-stråling over norske målestasjoner i 2012. For Oslo, Andøya og Ny-Ålesund er trenden i totalozon beregnet for perioden 1979-2012. Ozonverdiene over Norge var tilnærmet normale 2012, bortsett fra vinterverdiene i Oslo som var lavere enn normalt. Den klare reduksjonen av ozonlaget over Norge i perioden 1979-1997 stoppet opp i 1998 og ozonlaget over Norge ser nå ut til å ha stabilisert seg.

Modelling non-exhaust emissions of PM10 in Oslo. Impact of the environmental speed limit using the NORTRIP model. NILU OR

Denne rapporten er utført på oppdrag fra Statens vegvesen for å gi informasjon om ikke-eksosutslipp i Oslo og effekt av endring i miljøfartsgrensa. Rapporten viser beregningsresultat fra spredningsmodellen EPISODE med bruk av den nyutviklete utslippsmodellen NORTRIP for å beregne veistøvutslippet. Endret utslipp er beregnet av modellen med to ulike hastighetsendringer, skiltet hastighet og reel hastighet. I tillegg er effekt av miljøfartsgrensa sammenlignet med andre støvreduserende tiltak, som redusert piggdekkandel og mindre tungtransport, fra beregninger som var utført i tidligere arbeid.

Modelling non-exhaust emissions of PM10 in Oslo. Impact of traffic parameters and road maintenance activities using the NORTRIP model. NILU OR

This report was requested by the Norwegian Public Roads Administration (Statens vegvesen) to provide information concerning non-exhaust traffic emissions in Oslo and the impact of various traffic parameters and road maintenance activities on these emissions. This report provides the results of calculations made with the NORTRIP model, a recently developed emission model for calculating non-exhaust emissions. The sensitivity of the modelled emissions to traffic parameters such as studded tyre share and fraction of heavy duty vehicles is investigated. In addition the impact of salting and cleaning is addressed.

Chemical speciation of fine airborne particles in Abu Dhabi. NILU OR

PM2.5 was sampled at two urban background sites in Abu Dhabi (Khalifa in the city of Abu Dhabi and Bida Zayed) and analysed chemically for further source identification and quantification. Understanding of source contributions to PM2.5 is a prerequisite for the formulation of effective control strategies for PM2.5 emissions.
For both sites, five source factors were identified. Long-range transported aerosol is the largest contributor (~41%) to average PM2.5 mass concentrations at both sites. It gradually forms from SO2, which is possibly emitted into ambient in the Arabian Gulf area, while it is transported to the sites. Mineral dust was found to be the second most important source, contributing ~25% at both sites. It represents an ubiquitous natural contribution of mainly regional origin to particulate matter in Abu Dhabi.
Other source contributions to particle concentrations found at Khalifa identified were: local traffic (15.1%), shipping/industry (10.5%) and sea salt (4.0%). The latter is a natural contribution.
At Bida Zayed, a mixed traffic/industry factor (13.2%) was found, as well as another two factors of natural origin, explaining 11.4% and 8.7%

Review of ambient air quality monitoring programme in Poland. NILU OR

The Norwegian Institute for Air Research - NILU and the Chief Inspectorate of Environmental Protection - GIO¿ are implementing the project : 'Strengthening the air quality assessment system in Poland, based on Norwegian experience' as part of the programme ¿Improving Environmental Monitoring and Inspection¿ within the framework of the European Economic Area 2009-2014.
A part of this project is to review the existing ambient air quality monitoring programme in operation in Poland based upon the report prepared by GIOS: ¿Information on monitoring equipment used in Voivodeship networks within the National Environmental Monitoring and supplementary data providing grounds for network equipment analyses¿.
The NILU assessment confirms the needs described by GIOS to carry out an intensive monitoring of air quality, especially as regards PM10, PM2.5, benzo(a)pyrene and ozone. NILU advices GIOS to include the modelling results when evaluating the needs for expanding the network for ozone.NILU recommends to evaluate the needs for further stations in relation to securing the data capture rate as requested by the EU Directive.
In general, NILU advices GIOS towards having a more robust network that meets the Directive requirements regarding data coverage and ensures enough information for the WIOSs to do assessment and planning.

Air quality zone delimitation in Norway. Evaluation and delimitation proposal. NILU OR

Luftkvaliteten i Norge i de siste fem årene er blitt vurdert for danne grunnlag for en ny soneinndeling for rapportering til EU-kommisjonen om overholdelse av luftkvalitetsdirektiver. Luftforurensningsnivåer (PM10, NO2, SO2, CO, O3, benzen, tungmetaller, B(a)P) ble vurdert med hensyn til overskridelser av grenseverdier, nasjonale mål og øvre/nedre vurderingsterskler (UAT / LAT) definert for beskyttelse av menneskers helse, vegetasjon og / eller naturlige økosystemer. Resultatene av luftkvalitesvurderingen, supplert med informasjon om bakgrunnskonsentrasjon i Norge, er blitt brukt til å definere en ny soneinndeling; 1) soneinndeling for PM10, NO2, NOx, benzen og B(a)P, 2) soneinndeling for SO2 og tungmetaller, 3) soneinndeling for ozon og 4) soneinndeling for CO.

Overvåkingsprogramet utføres av NILU - Norsk institutt for luftforskning og er finansiert av Statens forurensningstilsyn (SFT) (nå Klima- og forurensningsdirektoratet (Klif)) og NILU - Norsk institutt for luftforskning.

Qatar air quality modelling workshop. Outcomes and recommendations. NILU OR

NILU arrangerte et 4-dagers seminar (¿Luftkvalitetsmodellering¿) 27.-30.mai 2013 for helsemyndighetene i Qatar (SCH). Seminaret ble finansiert av Verdens helseorganisasjon (WHO). Målene for seminaret var å gi nødvendig opplæring for eksperter i Qatar om de grunnleggende prinsippene for modellering, ulike tilgjengelige verktøy og applikasjoner for luftkvalitetsmodellering. Denne informasjonen vil da gi de ansvarlige myndigheter en verdifull innføring i å forstå hvordan de kan bygge opp sitt eget modelleringsprogram for luftkvalitet og kompetanse på dette feltet.

Greenhouse gas inventory for Abu Dhabi Emirate. Technical basis & results of the first inventory. NILU OR

The first GHG inventory for Abu Dhabi Emirate was conducted for all activity sectors (energy, industrial processes, agriculture, land use change and forestry, and waste) using the sectoral (bottom-up) approach. The input data was collected in collaboration with the relevant local authorities. Estimation of GHG emissions was conducted applying the methodology of the IPCC (Revised 1996 IPCC Guidelines and the Good Practice Guidance) and using the UNFCCC inventory software. A key category analysis was also performed for the GHG emissions; the key sources of emissions responsible for 95% of the total GHG emissions were identified. Three emission indicators were developed for Abu Dhabi Emirate using the standards of IEA: the per capita emissions, per GDP and per kWh electricity produced. Very few data was available on the local emission factors. For missing data, assumptions were made to undertake calculations of emissions; the factors used in the previous UAE national inventories and/ or the commonly accepted emissions factors from IPCC and other standard guidelines were used. Focus was given to the key category sectors; energy (specifically fuel combustion emissions) and industrial processes (specifically metal and mineral). Land use change and forestry sector was also in concern as a sink for CO2 removals. Contributions of agriculture and waste sectors were as expected small. In addition, among various greenhouse gases, priorities were given to direct greenhouse gases CO2, CH4, N2O and PFCs, and to a lesser degree to indirect gases CO, NOX, SO2 and NMVOC.

Environmental Management Report 2012. NILU OR

NILU.

One of NILU's main goals is to study the impact of pollution. It is thus very important for the institute to have control of the impact the institute's own activities may have on the environment and to reduce the impact as far as possible.

NILU has for many years been working to reduce the impact. In order to take this one step further, it was decided that the institute should restructure the work according to a relevant environmental standard and to seek certification according to the same standard.

The chosen standard is ISO 14001:2004 (Environmental management systems - Requirements with guidance for use) and NILU achieved certification according to this standard in October 2010. This report summarizes the results of the system.

Air quality data. Bakka station 2011-2012. NILU OR

Monitoring of ozone, nitrogen oxides and particulate matter (PM) have been performed at Bakka south of Mongstad for 13 consecutive full months (December 2011 to December 2012 inclusive). The nitrogen oxide and PM concentrations are very low. The ozone is at typical background ozone level.
